TAES is not a product, or a scheme, or even a process; it is a journey of improvement in all aspects of the way an organisation operates, in order to achieve excellent results. It comprises of a set of tools that can support continuous improvement in organisations as they take the journey towards excellence. To learn more a set of comprehensive TAES Guidance Notes have been produced

TAES was an initiative developed in the East Midlands Region of Sport England and at its heart lies self assessment and improvement planning using the TAES Performance Management Framework for Sport and Recreation Services.

TAES was constructed from existing performance management models therefore reflecting what is considered best practice. The assessment enables you to position yourself in each of the themes on one of four levels - poor, fair, good and excellent. The assessment also enables you to identify your improvement priorities and measure your progress over time. This can bring significant benefits to organisations, customers, communities and to sport and cultural services.

Once you have identified through TAES where your organisation needs to improve and have begun to construct an improvement plan you may need some support. To support organisations improve after their self-assessment an improvement toolkit has been developed providing resources and links for each TAES theme. Validation

A process for validating self-assessment has been developed and involves a consultant and a peer (senior local government officer) reviewing and challenging the self-assessment and improvement planning process. This includes a sample assessment of the organisation against the excellence criteria, through interviewing staff, focus groups and review of documentary evidence.

This is used to enhance the self-assessment results and improvement planning process.

Validation is available to local authorities for a cost of between £4,000 and £6,000 depending on scope of the assessment and the number of days required on site.

County Sports Partnerships

A specific adapted version of TAES has been developed through a sub-group of the Sport England CSP Project Team involving a number of CSP Directors.

This toolkit provides resources and links to support improvement planning in the 8 theme areas.
CSP TAES Improvement toolkit

The adapted version (along with the validation approach and guidance) was subject to an independent evaluation by QLM Ltd in 4 pilots and an amended final version produced. Performance management arrangements for CSPs include a requirement from Sport England to achieve at least fair in an externally validated self-assessment to be classed as “fit for purpose”.

National Governing Bodies of Sport (NGBs)

TAES for NGBs is under development and will be available shortly.

Cultural Services

Based on the initial sport and recreation services model this version has been adapted to provide an improvement tool that can be used across cultural services. Alongside the sport and recreation model it sits within a suite of initiatives that Sport England (and other key agencies) have developed to support local government, for example, the Comprehensive Performance Assessment (CPA) and Local Area Agreements (LAA).

Parks and Open Spaces

CABE Space has completed the initial development of a version of TAES for parks and open spaces. This was produced in partnership with the Institute of Leisure and Amenity Management (ILAM) and the IDeA.

The document has been developed with a reference group made up of representatives from Sheffield, Cornwall, Bexley, Manchester, Halton, Bristol and Penwith councils, along with representation from GreenSpace.

It is now being piloted within the following councils and independently evaluated by QLM.
