Bricks and Mortar Joint Conference ‘04
Where are the future Sport and Leisure facilities?
On Thursday 16 September 2004, the David Lloyd Centre, Bristol, played host to an event organised by Sport England South West in partnership with the ISRM, ILAM, BISL, NASD, CLOA and David Lloyd Leisure. Targeted at local authorities, the private sector and higher/further education sectors over 100 delegates from the South West and further afield took part in a packed programme covering this major topic for all of us involved in sport.
The key conference themes were to challenge local authority conventional thinking on facility provision, to predict and discuss what the facilities of the future would look like and explore how they could be financed and operated.
The conference was opened by Ged Roddy, MBE, director of sport at the English Institute of Sport in Bath and chair of the South West Regional Sports Board. The conference was chaired throughout by Stephen Godsall, director of leisure and tourism, Bournemouth borough council and chair of SWCLOA.

Jim Clarke, regional director for Sport England in the South West, delivered the first of three keynote speeches covering the vision for facility provision in the future. Jim offered his views for the future landscape of facilities in the region.
Peter Taylor, professor of leisure management at the University of Sheffield, followed by challenging conventional thinking on two fronts. First, he challenged the recent fashion of knocking sport when there was clearly so much good practice and, second, he challenged everyone to identify and pursue the financial sources through which investment in facilities can increase because bricks and mortar really do count.
Bill Stonor, sports consultan at FaulknerBrowns, completed the future visioning section by presenting the key criteria for success in attracting and increasing participation. These criteria were aquired while masterminding 100 leisure projects across the world over the last 40 years.

The second section of speeches analysed the financing and operating mechanisms for future facilities:
Mark Downes, head of major projects at Sport England. Under the title of The Iceberg Mark he reviewed the context of Sport England’s role as being meeting the challenge of Game Plan.
Mark Sutcliffe, managing director of Strategic Leisure, tackled the issue of future management solutions. Having bravely eschewed Powerpoint crutch in favour of a a simple flip chart, he wove a compelling analogy comparing the phases of management partnerships with those of matrimony.
Brigid Simmonds, chief executive of Business in Sport and Leisure (BISL), supplied the final keynote speech by offering a private sector perspective of its role in the future financing delivery of sports facilities and increasing participation rates. Representing over 100 private sector sport and leisure industry BISL is a strong voice for the private sector which shares many aims with the public sector.
