CPA Bulletin – December 2005
Cultural Sector Update
This is our second CPA Bulletin, building on the first one circulated separately in November, and the Seminar held on 16 November 2005. Over the last few months, our focus has been on supporting local authorities in their approach to the new CPA Framework and its implications. Over the next three months we will be focussing more on how to organise the improvement agenda on a regional basis. Here is some supporting information:
1 SEMINAR UPDATE
Sport England in the North West held a successful Seminar for the Cultural Sector in Bolton on 16 November.
Presentations were made by the Audit Commission, Sport England, Government Office NW, Manchester City Council, and Sport Cheshire. Click on the links below to download the presentations in .pdf format:
Delegates expressed their views about how the improvement agenda for culture should be organised. In particular, they suggested that:
Since the Seminar, we have met with representatives of the County Chief Leisure Officer Groups to discuss:
2 SPORT AND PHYSICAL ACTIVITY AREAS (‘SPAAs’) and LOCAL AREA AGREEMENTS
As we get increasing clarity about how the new SPAAs will be resourced, the expectation of funding represents a good opportunity for affected local authorities to negotiate sport related targets in their Local Area Agreements. A note on how to advocate for this is available here (pdf 38Kb)
A list of targets (not just for culture) is contained in Annex D of the ODPM guidance on LAAs, which can be found at http://www.odpm.gov.uk/index.asp?id=1161635
A national Sport England ‘Briefing Note’ on how targets relating to sport and physical activity can be included in LAAs can be found here (pdf 1,107Kb).
3 'SPORT PLAYING ITS PART’
The hyperlink to ‘Sport Playing its Part’, the advocacy document for sport as a whole, can be found at http://www.sportengland.org/index/news_and_media/news_gs/sport_playing_its_part.htm
4 ‘TOWARDS AN EXCELLENT SERVICE’
As already announced, Sport England has recruited a secondee in each Region for two days per week until March 2006 to help local authorities to address the new arrangements for CPA, including self-improvement using the TAES model. In the North West the secondee is Chris Hughes (Ribble Valley BC) who can be contacted on tel 07958 657875 or by e-mail at chris.hughes@sportengland.org
There are a range of resources available on the Sport England website to assist in the TAES process at http://www.sportengland.org/taes
5 ‘NATIONAL BENCHMARKING SERVICE’ SEMINARS
A flyer for the Seminars on the four National Benchmarking Service seminars being held between 7-15 December 2005 can be found here (pdf 404Kb):
6 ‘ACTIVE PEOPLE’ SURVEY
Details of the ‘Active People’ Survey can be found here (pdf 914Kb).
