A Statement from Stewart Kellett, Regional Director for Sport England in the North West, November 16th 2005.

Sport England in the North West is pleased to announce its Regional Investment Strategy 2005-2009 for the north west.  In September of this year the North West Sports Board reviewed the progress of the North West Plan for Sport and Physical Activity 2004 - 2008 (North West On The Move), the changing environment for sport and physical activity and the related resources from lottery and other funding opportunities.  We have factored in a number of issues that impact on the region, from the 2012 Olympics and the legacy/build up potential to the emerging new structures relating to the single system for sport that will help us support stakeholder priorities at a local level.

Andy Worthington, Chair of the Board said

"the Board wants to create a better focus for where the interventions should be made to support partners and key agencies that work with local communities to increase participation and widen access.  The main thrust of the changes related to investing more in people, particularly the workforce including coaching, volunteering and skills.  Building the capacity of the sector to support the anticipated growth in participation is a key element of the Strategy".  Also the adult population is factored into the strategy. This is because the Board are charged with increasing participation by 1% year on year and so the adult population and the community/workplace settings have become a priority".  

The overarching message is that the Board want to see proposals that help make a real leap in participation and to reach low participant groups and retain them.  To do this we are looking for partnerships that make a lasting difference to their local community, have a multi sport/activity dimension and have the support of their County Sports Partnership.    

In support of the Investment Strategy Sport England are introducing a new electronic application system in early December so that Sport England Case Assessors have quality information to assess applications without overburdening organisations.  We are also introducing a scoring template that is weighted to enable us to support projects that do make a real difference to participation.  This will help applicants to assess the relevance of their project to the Regional Investment Strategy and  ultimately their chances of receiving a grant.

"The Regional Investment Strategy has been created to help applicants see the broader funding picture for sport amd physical acivity.  We are encouraging single sport applications to go through their governing bodies to attract the community club development grants, whilst the Community Investment Fund (CIF) distributed in the region is being targetted at interventions that will clearly demonstrate a shift in the participation levels and make up.  The  CIF should be seen as a vehicle to support organisations help deliver the participation target where interventions are needed the most and in doing so should present a punchy needs analysis and forecast of the participation changes expected from any potential projects.

We are also seeking to improve the monitoring and evaluation of projects and use as a tool for learning and enhancing the performance of projects that use the lottery resources in the region."
