New tools and techniques to help you determine local sport and recreation need and assess current and future facility provision levels.

Estimating the demand for major community facilities

Sports facility calculator
The sports facility calculator (SFC) estimates the facility needs for the total population of an area based on the population profile of that area.

Alternatively, it can be used to calculate the extra facility needs created by new population within an area. It can also show the affect an increase or decrease in participation or change in population profile.

The SFC provides the up-to-date cost of the facilities, including regional cost variations. Facility types currently include, pools, halls, indoor bowls centres, and will be expanded to cover synthetic turf pitches (STPS) and indoor tennis centres.

Estimating the level of provision of playing fields

Towards a level playing field - updated July 2005 (383 Kb)
A methodology to help assess the level of provision of playing fields within your area and write a playing pitch strategy.

Towards a Level Playing Field - electronic toolkit
This toolkit accompanies Towards a level Playing Field. It includes survey questionnaires, pitch quality assessment template and the Playing Pitch Model.

Team generation rate calculator
The team generation rate is the number of people from a specified age group required to make up one team. It is used to calculate the local rate of team formation, which can then be compared to the national or regional average.

This calculator helps you work out the TGR for the main pitch sports within your local authority area. It should be used in conjunction with the TGR database and as part of any pitch assessment (see Towards a Level Playing Field).

Team generation rate database
This is a compilation of TGRs from across the country and have been taken from completed playing pitch strategies.

This database allows you to compare your TGR to similar local authority areas.  The different age group bandings by sport follow the methodology set out in Towards a Level Playing Field. This database will be updated with more TGRs when they are made available.
