The Community Investment Fund (CIF) is the National Lottery funding available from the nine regions of Sport England for the period 2003 to the close of the fund to new applications on 6 January 2009..
CIF awards decisions making from January 2009
Following the abolition of the Regional Sports Board on 31 December 2008, responsibility for determining regional awards over £100,000 has transferred to the Sport England Project Committee, a sub committee of the Main Board which meets ona monthly basis. Applications for £100,000, or less, are determined by the Regional Director.
CIF awards made from 2003 to the end of 2008
Sport England’s nine Regional Sports Boards made decisions about community funding (grants over £10,000) to projects in their region from 2003 - 2008. In the West Midlands the Regional Sports Board had members with expertise from key sectors including: key regional agencies, sport, commerce, education and skills, health, regeneration, etc. When making investment decisions the Board looked for evidence that projects helped to meet our aim of getting more people taking part in sport and active recreation.
Removal of CIF Bidding Rounds (November 2008)
The Regional Sports Board agreed to remove, with immediate effect, the regional ‘bidding rounds’ process which applied to applications to the regional Community Investment Fund (CIF) programme through an open application route. This decision has been taken following the announced closure of the CIF programme by Sport England’s Main Board and the need to implement a nationally agreed process of closure.
Sport England will continue to make decisions on applications currently in the pipeline, and those received prior to the formal closure of the programme, until all remaining CIF funds have been fully committed.

Awards made through CIF
Following the approval of the Community Investment Fund (CIF) Investment Strategy in March 2007, Sport England worked with partners to develop over 100 projects to increase and sustain participation in sport and active recreation. To date, projects with a CIF value of over £11 million are in development, potentially delivering 180,000 new participants by 2011.

Sub regional investment portfolios
The Regional Sports Board agreed that a more proactive and strategic approach to Community Investment Fund (CIF) investment was required together with a delivery model to bring forward high quality bids from partners. In line with other Sport England regions a sub regional portfolio model has been developed. This involves county sport partnerships (CSPs) and partner organisations developing a group of bids within a portfolio which is aimed at achieving strategic priorities at a sub regional and local level.
