Distributing National Lottery funding

Sport England has published the results of a public consultation into the way it distributes around £45m a year of National Lottery funding.

Over 500 individuals and organisations took part in the consultation and more than 90% of them responded positively to our plans.

The responses will help Sport England to develop the detail of the four new funding streams outlined in the consultation:

Regular themed funding rounds that meet specific needs of community sport

As Sport England moves to the new funding programmes, we will be closing the Community Investment Fund (CIF), which was launched in 2004 as a devolved National Lottery funding programme administered by the nine regions of Sport England.

Sport England will continue to accept Stage 1 CIF applications up to and including 6 January 2009.

If you are considering applying for CIF funding between now and 6 January please read this important message.

If you are applying to the Community Investment Fund it is very important that you contact your Sport England Regional Office to find out your realistic chances of receiving an award from us. The table below shows how much each region has available to give to successful CIF applications, but we already have many projects “in the system” awaiting funding decisions.You do not have to contact your regional office first if you are a local authority applying for funds through the free swimming programme.

Who makes CIF funding decisions?

All applications already being considered by Sport England -- or submitted by 6 January 2009 -- will be processed as normal and all decisions will be based on the existing CIF criteria and regional priorities.

Decisions on applications up to £100,000 will continue to be made in the relevant region.

The Government has decided that Sport England’s Regional Sports Boards should be replaced by a ministerial nominee in each region. As a result, from January, applications over £100,000 will be considered by a sub-committee of the Sport England Board. Senior representatives from relevant regions will be present at these meetings and all decisions will be based on the existing CIF and regional criteria.

Advice before applying
Sport England has to prioritise the investment it makes to ensure maximum impact and we therefore look for evidence about how projects are going to help us achieve our objectives.. Suggestions on things to consider before you apply is therefore provided below:

What is the process for applying?
Do you think your project is in line with the region’s plan and investment priorities? If so, you could be ready to consider a ‘Stage 1’ application. There are two stages, with questions in each of the two stages designed to pull out the information we need to make an investment decision.   

Basic monitoring and evaluation requirements
All projects funded by Sport England to deliver sport and active recreation, and those that concentrate solely on coach development or volunteer support, are required to report every quarter on a minimum of one and a maximum of five standard Key Performance Indicators (KPIs). The number of KPIs depends on the type of project.

Are you ready to make your Stage 1 application?
Sport England has developed a checklist for potential applicants. We strongly recommend completing this as a check on progress or self-assessment. It is not compulsory, and your project may still be encouraged if you cannot tick all the boxes, but it will help you gauge if you are ready to complete the Stage 1 application.

I am only looking for a small grant. Are there any other options?
Yes. If you are looking for a grant of between £300 and £10,000 you should consider applying to the Awards for All grants programme. This is a joint National Lottery programme designed to support community projects, including sports projects. Awards for All is supported by Sport England and the other distributors of Lottery funding, including Arts Council England, English Heritage and the Big Lottery Fund.
