Community Sport: A Shared Vision for Delivering Community Sport in London

The final consultation report fromYouGov, on behalf of Andy Masheter (Chair of the London Pro-Actives Working Group) and Sport England is now available.

CSPs working with Higher and Further Education

The Sport England HE/FE team has worked alongside the CSPN Children and Young People sub group to outline the roles we believe CSPs can play in both the higher and further education sectors, so that together we can work collectively with individual colleges and universities, avoid duplication, and understand our different roles and responsibilities. A document outlining these roles  has now been finalised by the CSPN and Sport England.

Sport England HE/FE team will circulate this to universities and colleges, through British Universities & Colleges Sport (BUCS) and Association of Colleges, and to our national NGB HE or FE leads, but please feel free to circulate it to your partners.

CSP On-site Audit Process

As set out in the Core Specification, Sport England wishes to audit a small sample of CSPs each year. We want to carry this out as part of our risk management approach to provide us with independent assurance that CSPs are fit and proper organisations to receive our funding and deliver our programmes effectively

In terms of the scope of the audits, some elements that are covered in NGB audits are excluded in order to better tailor these audits to CSPs. The audits will focus on good governance to achieve Sport England outcomes and proper management of, and accounting for, Sport England funds. Each calendar year we have agreed to audit a small sample of CSPs, for 2011/12 this number will be 6.  We have worked with CSPN on our reasoning behind selecting specific CSPs to ensure a sample that includes hosted as well as independent CSPs, large as well as smaller CSPs and we have chosen to avoid auditing any CSP that is currently working towards a different governance structure.

We wish to carry out the first sample of audits within the current financial year. We are presently working to confirm the sample of CSPs and intend to inform those that have been selected in September; relevant CSPs will receive a letter outlining further details. From here, CSPs will be given adequate lead in time before any audit starts with timescales being agreed between the auditors and CSPs individually.

Asset Transfer

Following consultation with CSPN a protocol document has now been produced which explains the respective roles of CSPs, NGBs and Sport England in community asset transfer.  This document should be read in context with the asset transfer flow diagram.  A proforma is also available, and this should be used by a CSP to share information with Sport England around an asset transfer proposal.

Following the training workshops in March 2011, we now have some of the presentations available.

Review of Year 1 of Core Funding of CSPs

The CSP Team have put together a short report which reviews the first year (2009-10) of CSP Core Funding.  Summary results from stakeholder surveys and quarterly reporting are used to demonstrate that:

  • NGBs are widely using CSP services
  • We have achieved greater consistency across the network of CSPs
  • The services within the core services specification are generally deemed to be correct
  • CSPs are delivering the services effectively
  • Local government is widely engaged with the CSP network
  • CSPs are effectively managing Sport England funding

 

Avoiding conflict of interest when providing funding advice

In consultation with a group of CSPs we have agreed the following statements to help CSPs show how they avoid conflict of interest when advising applicants to Sport England funding streams:

  1. CSPs will provide advice and support about Sport England funding to any applicant requesting this within their geographical area
  2. CSPs exist for the benefit of sport within their geographical area therefore they seek to provide appropriate advice and suport to any application that could potentially improve or increase local sports provision.  Sometimes this will include advising organisations of other sources of funding when an application to Sport England is unlikely to be successful.
  3. Where a CSP is also making an application to Sport England they wil ensure that other potential applicants are made aware of this, that any resource they devote to a bid of their own will not be to the detriment of the support they supply to others, and that they will provide unbiased advice to any applicant that requests it.
  4. In the event that a CSP is submitting an application that is similar to another applicant within their CSP area the CSP will seek advice from Sport England on the best way to proceed.
