Click to view the exec. summary "This has inevitably necessitated changes, both in who we work with, and to structure. National Governing Bodies of Sport are now our key partners, but we also understand the need to work with and through Local Authorities and other regional partners, given their ownership of so many facilities and the level of their investment in sport (£1.2bn a year). Furthermore Sport England is now systematically focussed on sport (although we will work closely with those working on physical activity at the local level). "The proposed structure of Regional offices is smaller and gives the regions a much tighter focus – a change which has enabled strengthening in other key areas which I believe will improve the overall quality of our service. The main points for you to be aware of at this time are: – Sport England is retaining its regional offices, each headed by a Regional Director who will lead a smaller team focused on fewer, clearer outcomes. It is possible that people working for nationally focussed centres of excellence may be based in the region. – We plan to create a number of more senior regional posts to manage key relationships such as the interface with local authorities on sport. – The planning role in our Regions will remain and the Regions will offer advice and deal creation on facilities. – New centres of excellence at national level will add value to ALL stakeholders in areas such as children and young people, volunteering and coaching but programme delivery will be co–ordinated centrally. – We have committed core funding to County Sport Partnerships so that they can continue to play a key strategic role at sub–regional level. The funding from Sport England will be for sport and Regions will no longer look after CSP administration. – The non–executive element will remain in each Region level through a ministerial appointee, and Regional Sports Boards will cease to exist in their present form from the end of the year. – Sport England will retain a substantial fund which local sports groups will be able to access directly. Details of our proposals on this are set out in our recently published consultation document. – Regional intelligence will inform our decision making on funding, but the role of our regional offices in managing grants will be phased out. – 2008–09 will be a transitional year so in the short–term key regional partners should maintain their relationship with their existing contacts at Sport England until the new teams come on stream. – Sport England's restructure is about creating a stable, efficient organisation to deliver our new strategic goals and we recognise the important role regional partners have to play in achieving those outcomes. "I would ask for your patience and understanding as we work through what is a difficult time for my Regional team. I will provide further updates as we progress and evolve our structures to meet the needs of sport across the Region. Sport England has welcomed the news that promoting participation in sport is one of the top 20 priorities for local authorities in England. The results of a comprehensive shake–up of council targets demonstrates that more than half the new Local Area Agreements (LAAs) now include adult participation in sport as a key priority. These new LAAs have been negotiated to reflect the issues that really matter to local people. Sport England is confident that, by prioritising sport, local authorities will make a significant contribution to our new strategic goals of ensuring that a growing number of people play sport and that everyone who takes part has a quality experience. Jennie Price, Chief Executive of Sport England, said: "Working with local authorities to invest in sport is an important element of our new strategy, so I am delighted that so many councils are prioritising sport. "We are committed to working in partnership with local authorities, supporting their work around sport and sharing our expertise to ensure that local government’s considerable investment in sport delivers the maximum possible value." The partnership between Sport England and local authorities has the strong backing of the Local Government Association. Councillor Chris White, the LGA spokesperson on sport, said: "Overall councils spend £1.2bn a year on providing opportunities for people to play sport and get involved in physical activity and invest £450m annually in improving sports facilities. Councils, which are the biggest investor in sport, will continue to work very closely with a refocused Sport England in improving sporting activities for local people, in particular through County Sports Partnerships. Many councils have already struck deals with Sport England with new Local Area Agreements and we are confident of the renewed commitment to make a success of improving sporting participation in this way." National Governing BodiesSport England AppointmentsSport England has announced the appointment of two Directors who will lead the organisation’s work with National Governing Bodies of sport (NGBs), a relationship that sits at the heart of Sport England’s new strategy. NGBs are a critical partner in delivering Sport England’s Strategy 2008–11, which aims to get more people playing and enjoying sport and to help those with talent get to the very top. Phil Smith joins Sport England from the Football Association where he has been Head of Public Affairs since 2003. Lisa O’Keefe’s appointment is an internal promotion. Most recently, Lisa has been Interim Head of National Sport. Read more on the appointments. Sport Packs and Comparative ProfilesSport England has published detailed information packs on 41 sports, which bring together data from the Active People Survey, the Taking Part Survey, and Sport England’s market segmentation. Each pack includes information on the following: participation rates in each sport across key demographic groups, participation by region, the profile of sports participants, the segments most likely to participate in the sport, young people’s participation (11–15 year olds), seasonal variation in participation, drop off in participation by age, latent demand, growth by sport, and participation in organised sport. The packs have been prepared primarily to support the National Governing Bodies of Sport in the development of their 2009–2013 plans but provide a detailed overview of sports facts relevant to all in the sports sector. Sport England has also provided comparator profiles of sports participation (where possible – for some sports, there is insufficient sample), which bring together all of the data in the packs. This enables comparisons to be made across different sports. Information can be used to provide a rationale for focusing on particular areas and for developing and agreeing interventions in partnership with Sport England to support key Strategic Outcomes – Grow and Sustain. 22 September 2008 – Bristol Marriott Royal Hotel Following the success of the 2007 ‘Easy Ways to Win’ conference at the Weymouth and Portland Sailing Academy the South West RDA in conjunction with South West Tourism and Tourism for All are hosting another free conference on accessibility in tourism. The conference will provide advice and guidance to businesses in the tourism industry on how they can take simple steps to improve their offer to visitors with disabilities and their families. It will build on the business case for preparing the industry to meet the requirements of this market in the lead up to the 2012 Olympic and Paralympics Games and beyond. Speakers at this years event include Keith Richards from ABTA, Jenny Littman from Tourism for All and Danny Crates T46 arm amputee 800m Paralympic Champion. There will also be workshop sessions from the RNIB and Deaf Awareness, which will focus on creating an accessible environment, accessing information and customer care. AwardsCornwall Sports Awards 20087 November 2008 – Tregenna Castle Hotel, St Ives Cornwall Sports Partnership is inviting nominations for the Cornwall Sports Awards 2008, the prestigious event recognising and honouring the contributions made by dedicated Sports Coaches, Officials, Clubs and Volunteers. The four categories incorporate 13 separate Awards which include Club of the Year, Coach of the Year and Lifetime Services to Sport. The awards will be presented by well known local sports celebrities and representatives from Sport England. "This is a wonderful opportunity to celebrate and thank the people behind sport, without these people sport would not happen" said Natasha Sandoe, Club Development Officer. "Anyone can make a nomination, with no limit on the number of nominations that can be made by an organisation or an individual, although clubs or individuals must be based in Cornwall". EventsUK to host shotgun World Cup in build up to 2012Southern Counties Shooting Ground has been chosen by the ISSF General Assembly to host one of four Shotgun World Cups in 2010. The week long competition will mark the start of qualification for London 2012, with one Olympic quota place available per discipline. Great Britain will automatically qualify one Olympic place per shotgun discipline as host nation, but the World Cup will be a prime opportunity to gain an extra place two years out from 2012. This will be the first time the UK has ever held a Shotgun World Cup – ranked only behind the World Championships and Olympic Games in importance. The event is likely to attract around 650 competitors from 85 countries as the battle for direct Olympic qualification places and points commences. UK Sport are supporting the event with up to £275,000 from its National Lottery funded World Class Events Programme. More on the Shotgun World Cup

FundingFunding sport in your community – have your saySport England has begun a 12 week consultation on the way we distribute National Lottery funding to make sure future projects, like Taunton Vale Hub Club, can access up to £45m of sports lottery funding as quickly and simply as possible. The Taunton Vale ‘Hub Club’ was recently awarded £300k as part of the Sport England sport lottery funding process. The grant will go towards establishing a Multi–Sports Hub Club in the Taunton area – focusing on hockey, netball, tennis and cricket, together with other sports such as football and basketball on site. The Taunton Vale site aims to become the focal point for sport in Taunton and will build on the ‘Team Taunton’ ethos – encouraging locals to get involved in their sporting community. Those joining the Taunton Vale Hub Club will enjoy membership which extends to the local football club, athletics club, basketball and swimming clubs. Sport England would like to hear from people who play sport, from clubs, voluntary groups, local authorities and other key stakeholders to get a view on how the process of applying for sports Lottery funding can be improved. Sportsmatch – apply onlineDesigned to encourage new or additional sponsorship investment from businesses, trusts and private individuals, Sportsmatch, funded by Sport England, offers pound for pound matched funding to sporting stakeholders for projects that encourage sports participation at grass roots level. Partnership funding from trusts and private individuals is eligible for match funding. Applicants are encouraged to apply now online. Telephone support is available from Sport England on 08458 508 508. All projects applying in 2008/09 will need to ensure that they are able to deliver their project in its entirety by 31 March 2009. Social Enterprise SurveyRISE is keen to find out about organisations in the South West that are driven by a social or environmental objective, and earn income by providing services or products, either to a paying customer or under a public sector contract. This information will help shape future services, and make the right case to policy–makers on your behalf. All information will be treated as confidential and made public only in a statistical, aggregated form in order to support organisations such as yours in the region. As part of a £30m Healthy Community Challenge Fund, towns will be invited to come up with innovative new ways to improve the health of their inhabitants. Ideas could include: With almost two thirds of adults and a third of children either overweight or obese, ‘Healthy Towns’ are the next step in delivering on the cross–government obesity strategy, Healthy Weight, Healthy Lives, launched in January 2008. Health Minister, Ben Bradshaw said: "I hope that local authorities and PCTs will take ownership of the challenge of obesity in their areas and work towards making their communities healthier places for everyone." South West Well–Being ProgrammeHealth Minister and Exeter MP Ben Bradshaw, who regularly cycles to work, led a cycle ride at the Exminster launch of the South West Well–Being Programme, which aims to help more than 20,000 people across the region by promoting better diet and food awareness. A pot of £3.9m from the Big Lottery Fund has been handed over to 11 centres to allow them to implement healthy living schemes throughout the South West. Mr Bradshaw said: "Fantastic work is going on locally across the South West to help people stay healthy. We know that prevention is better than cure. The success of these projects shows that investing a little bit of money at local level encourages people to stay healthy, meaning they are healthier and happier." Caudwell Children ‘Enable Sport’ programmeA national children’s charity are seeking the country’s gifted and talented disabled children to apply for adapted sports equipment. Caudwell Children in partnership with Barclays Wealth have launched a three month initial programme to fund adapted sports equipment for disabled children to participate in competitive sport. Children with sporting potential across the UK will receive donations such as individually adapted sports wheelchairs worth around £3,000 and other equipment like hand bike tricycles worth around £1,000. By providing the sport specific equipment they will assist disabled children develop sporting skills and hopefully increase the participation of disabled youngsters in athletic activities at a national even worldwide level. FacilitiesNew Boat Store and Long Boat for Stithians LakeOlympic Gold Medallist, Ed Coode, recently opened a new rowing boat store and officially launched a Drascombe Long Boat at Stithians Lake near Redruth. Stithians Angling and Watersports Centre continues to go from strength to strength and attracts over 46,000 visits per year, bringing major benefits to the local economy. These new facilities will help bring even more benefits as visitors and locals alike come to enjoy the superb surroundings and take part in the various watersports and land based activities on offer at the lake.

Through innovative work by the National Governing Bodies of Sport, new competitive formats have been developed which will extend the appeal of competition to young people who prefer more recreational or social engagement in competition. The aim is to enable 25 per cent of young people to take part regularly in intra school competition, which will harness the energy of young leaders and volunteers who will manage the programme working as part of ‘Sports Organising Committees’ within the school. Playing your Part in the Team15 to 16 October 2008 – The International Centre, Telford This year’s School and Sport Partnerships Conference will focus on the incredible team work it takes to provide PE and sport to young people and will be exploring these essential team roles through the five themes of Curriculum; Leading, Volunteering and Coaching; School to Community; Competition and Infrastructure. It will explore the joint working of School Sport Partnerships, County Sport Partnerships, National Governing Bodies and Local Education Authorities. Themes will be explored through keynotes, mini–keynotes, workshops and networking. Delegates will also have the opportunity to be updated on all Youth Sport Trust programmes and visit an exhibition featuring the latest innovations in PE and Sport A Youth Sport Trust Demonstration Playground and a Competition Zone will showcase some of the sports from the UK School Games. Over 1300 sporting youngsters from across Devon descended on Plymouth on 28 June 2008 for the Games which were officially opened by ITV West Country’s Mark Tyler and Plymouth Diving’s Olympic hopeful Tonia Couch. 163 individual teams from Devon’s 10 Local Authorities took part in 21 sporting competitions across 14 different sports at the Brickfields Recreation Ground, UCP Marjon and the Devonshire Health and Racquet Club.
