- Evidence required of sustainability, especially of the revenue implications from capital investment
- Evidence required of high level commitment to, and understanding of, the role of the service at CEO and council leader level
- Evidence of community involvement in setting service standards
- Evidence of community support for the councils strategic and investment policies in sport
- Delivery of improvement against sport and cultural services PIs
- Delivery of Improvements against Value For Money indicators
- Performance against Audit Commission’s Comparator Authorities
- Clear understanding (incl. documented evidence) of anticipated Key Performance Outcomes against significant investments – sports built facilities
- Knowledge of levels of subsidy per head of population for facility provision and management against dominant social groups served. (higher levels accepted for Ds & Es than As, Bs & Cs)
- Identification of examples of best/worst provision with clear forward plans for sustainability and improvement
