Lessons from other inspections  

The following have been identified from the experience of others who have been the subject of cultural service inspections.

  • Evidence required of sustainability, especially of the revenue implications from capital investment
  • Evidence required of high level commitment to, and understanding of, the role of the service at CEO and council leader level
  • Evidence of community involvement in setting service standards
  • Evidence of community support for the councils strategic and investment policies in sport
  • Delivery of improvement against sport and cultural services PIs
  • Delivery of Improvements against Value For Money indicators
  • Performance against Audit Commission’s Comparator Authorities
  • Clear understanding (incl. documented evidence) of anticipated Key Performance Outcomes against significant investments – sports built facilities
  • Knowledge of levels of subsidy per head of population for facility provision and management against dominant social groups served. (higher levels accepted for Ds & Es than As, Bs & Cs)
  • Identification of examples of best/worst provision with clear forward plans for sustainability and improvement
