Development of performance indicators for local authority sports halls and swimming pools 1999

The Research
The overall aim of this research was to develop a valid and reliable inter-centre comparison framework on a set of key indicators that will assist local authorities in meeting the requirements associated with the implementation of Best Value in local services. Essentially there were three stages to this project

  • A review of the statutory context for Best Value, and of general literature and advice (e.g. from the Local Authority Association, Audit Commission and the Association of Direct Labour Organisations) regarding performance indicator development related to Best Value and appropriate groupings of facilities for comparison purposes
  • Secondary analysis of the 'National Survey of the Use and Management of Sports Halls and Pools' data to develop a suitable typology of centres and meaningful and relevant performance indicators
  • The collection of financial information relating to the operating costs and revenue of sports halls and pools. This information was collected from the 155 facilities involved in the original national survey of sports halls and swimming pools.
