Developing local frameworks  

Ingredients for Success
An effective local framework for achieving planning contributions towards sport and recreation provision has 5 MAIN interconnected PARTS. The more PARTS that are in place, the easier it will be for local authorities to secure investment into sport. These are:

Part 1: Local standards for provision
These are the outcome of a local audit and assessment.

Part 2: Approved development plan policies

Part 3: Developing a local framework and listing priority projects (supplementary planning document)
This involves preparing a local framework or supplementary planning document explaining how the relevant policy in the RSS or LDF will be implemented. The SPD will elaborate policies in the LDF and will be prepared with the following process:

  • draft prepared and approved by committee (draft to include environmental appraisal);
  • public consultation (minimum six week period);
  • final approval by local authority; and
  • Implementation of the scheme.

Part 4: A team approach to negotiation
Local authorities need to take a team approach to negotiations, combining the skills of different departments of the authority.

Part 5: Transparency and accountability
A number of authorities have produced ‘calculators/ on their official web sites. These are basically Excel spreadsheets allowing applicants to feed in the details of their schemes and form an idea of scale of contributions likely to be sought by the local authority
