Growth Area Joint Pilot Projects : Milton Keynes  

Aim
This was a partnership project, promoted by Sport England with the support of Milton Keynes Council and English Partnerships.  The aim was to prepare an SPG for the urban area of Milton Keynes, in the context of proposals for growth contained in the Milton Keynes Draft Deposit Local Plan (2002).

Benefits achieved so far
Milton Keynes Council has secured some £6.9M (July 2006) since the ‘Planning Obligations SPG for Leisure, Recreation and Sports Facilities’ was adopted in January 2005.    Seven key developments contributed to this figure:

Nov 2002 - Project established with Milton Keynes Council, Sport England and English Partnerships

Nov 2002 - Prof Martin Elson, Oxford Brookes University appointed to audit situation and prepare draft SPG

March 2003 - Audit of existing situation and proposals for SPG completed

May 2003 - Internal consultations on scope and range of SPG

March 2004 - Draft SPG produced

March 2004 - Checklist for implementing the SPG produced

Sept 2004 - Draft SPG adopted for public consultation by Milton Keynes Council

Oct-Nov 2004 - Public consultation period

Jan 2005 - SPG adopted by Milton Keynes Council, following amendments resulting from consultation responses

Jan 2005 - Implementation of scheme commenced

March 2005 - Main elements of SPG incorporated in Milton Keynes Partnership Business Plan 2005

Later 2005 - It is expected that sport and recreation will form part of ODPM approved ‘development tariff’ for the Milton Keynes area.
