The ODPM publication Local Area Agreements- Guidance for Round 3 and Refresh of Rounds 1 and 2 states:
A Local Area Agreement (LAA) is a three year agreement, based on local Sustainable Community Strategies, that sets out the priorities for a local area agreed between Central Government, represented by the Government Office (GO) and a local area, represented by the lead local authority and other key partners through Local Strategic Partnerships (LSPS).
The ODPM states that:
“The way our communities develop, economically, socially and environmentally, must respect the needs of future generations as well as succeeding now. This is the key to lasting, rather than temporary, solutions; to creating communities that can stand on their own feet and adapt to the changing demands of modern life. Places where people want to live and will continue to want to live.” (Sustainable Communities: Building for the Future, 2003)
The focus on sustainability has underpinned the evolution of Local Community Strategies into Sustainable Community Strategies. A Local Area Agreement is therefore a basis for achieving the objectives of the Sustainable Community Strategy.
LAAs are not just about partnerships and the objectives these partnerships want to achieve: they are also about the efficiency and effectiveness of these partnerships. The purpose of an LAA is to improve the co-ordination of efforts of local authorities and their key partners in implementing Government policy at local level i.e. it is about delivering sustainable communities through achieving more appropriate outcomes for people in your community. It is the Government’s aim to roll out LAAs in all upper tier authorities in England by 2007.
