Performance indicators & sport  
The Sport England Website has a list of performance indicatiors in the CPA section.

The Audit Commission still puts a lot of emphasis on how councils are performing against Key and local Performance Indicators.  They want to know two things about these: whether they are accurate and supported by evidence, and whether they are improving - not against past performance - but in relation to how other councils are doing.  It’s a good idea to keep an eye on your performance against the Key Performance indicators (KPIs) because you could be improving, but if everyone else is improving faster than you, then you will be seen to be going backwards.

All the Key indicators (KPIs) are listed in the Library of Local Indicators and this contains a (limited) number of Sport related PIS.  Another useful source of information on the same site is the Spreadsheet of local indicators actually in use by local authorities.  This gives you the indicator being used, and the Local Authority using it, so that you can contact them to see how useful any indicator is proving in practice.

Performance against KPIs is measured in terms of average scores for all councils, divided into “quartiles”.  If you are in the top quartile (top 25%) of local authorities, that’s as high as you can get.  It’s only a comparative score though, and often the difference between the top quartile, and the bottom, is marginal in terms of actual performance, especially if most councils are performing at more or less the same level.  Because of this, its useful to use some local performance indicators to measure what is really important to your council.  There is a library of potential local PIs at IDeA.

New sports indicators developed by Sport England, with the Audit Commission, are included in the new CPA framework for 2006.
The indicators are:

Participation – the percentage of adults participating in at least 30 minutes moderate intensity sports and active recreation (including recreational walking) on 3 or more days a week

Volunteering – percentage of adults volunteering in sport for at least one hour per week

Choice and opportunity – percentage of the population that are within 20 minutes travel time* of a range of different sports facilities, one of which has achieved a quality assured standard

All London Boroughs, Metropolitan and Unitary authorities will be assessed and judged against these indicators. County Councils and District Councils’ performance against these sport indicators will be considered as part of their corporate assessment - particularly their contribution to partnership working and healthier communities.
