An improvement strategy for culture and sport

This Strategy is about supporting local government as ‘leaders of place,’ working with their local partners to deliver better outcomes, improve the quality of life locally through improving the delivery of cultural and sport services to local people.  

The strategy aims to create a strong framework to:

  • Improve the quality, effectiveness and efficiency of culture and sport in the delivery of economic, social and environmental outcomes in local communities
  • Improve the performance of the culture and sport sector and to address under- performance
  • Build capacity and leadership
  • Simplify and co-ordinate the improvement architecture.

The Strategy is supported by the DCMS, LGA, MLA, Arts Council, Sport England, CLOA, English Heritage, IdEA and Destination Performance UK. An integrated action plan is being developed to implement the Strategy. To read the Strategy click here (PDF format).


Culture and Sport Improvement Toolkit
One of the tools to support the Strategy is the new Culture and Sport Improvement Toolkit developed in response to the sectors call for a single improvement tool.  The toolkit was piloted and evaluated in eight local authorities during 2007.   The toolkit can be accessed here.
