Design and Construction of Artificial Outdoor Sports surfaces

This Framework Agreement (SE369) (OJEU 2011/S 61-098634) has been developed to undertake the design and construction of new and to be refurbished artificial grass pitches, multi use games areas and other artificial outdoor sports surfaces in locations across England.

There may be several different sports played at each location and the scope of the projects includes various sizes of pitch to permit competition, plus various pitch markings. Pitch types include AGP’s, MUGA’s, Tennis and Netball courts, athletics tracks, infields and training areas.

The requirements for new installations will include visiting sites, surveying sites for condition and suitability, preparing feasibility reports including outline design proposals, consulting with local Planning & Building Control departments, preparation and submission of necessary Planning and Building Control applications, developing detailed design solutions for pitches, fencing, access, and drainage; developing a cost plan, and delivering works to completion including commissioning, provision of operating manuals, and handover to client.

The Framework Contractors shall satisfy themselves that there is capacity to extend all existing services networks including drainage and electrical supply by consulting the local utilities supplier.

The Framework Contractors are expected to have a thorough knowledge of the Sport England guidance “Selecting the Right Artificial Surface”.

Generally the standards required shall comply with all relevant Sport England Design Guidance Notes, the requirements of relevant Sport Governing Bodies, Building Regulations, British and European Standard Specifications and Codes of Practice. It is anticipated that each project will be largely based on these standard specifications and designs adapted where appropriate to suit the site or local issues relevant to a specific project.

It should be noted that where the project’s design proposals require a planning application to be made, it is for the selected Framework Contractor to prepare the drawings and other information and make the application on behalf of the applicant. The Framework Contractor will be expected to assist the participating organisation in their community consultation processes to assist the Planning process.

The Framework Contractors may have other Contractors working at the site at the same time as the delivery of their works and may be expected to act as Principal Contractor for all works on the site, for example sports lighting.

The Framework Contractors can also provide various levels of maintenance regimes once completion has been achieved.
