Mini-Competition of Call off Contracts
It is generally accepted that for the Protecting Playing Fields
Programme and other Lottery Funded programmes each project shall be
procured by Direct Call Off as detailed elsewhere within this area
of the website.
There are also, however, agreed processes within the Framework
Agreement for Other Contracting Bodies (OCB) where their own
procurement procedures require, for mini-competition.
It is expected that the relevant OCB has some professional
in-house expertise to develop their project brief to ensure
comparable tenders can be submitted by all 4 Framework
Consultants.
The details of each mini-competition will be determined on a
case by case basis, but should expect to include the following
steps:-
For management purposes, the OCB approaches Sport England and
advises that they wish to make use of the Framework Agreement to
undertake a particular project.
Sport England agree that this may be done and provides advance
warning to the Consultants.
The OCB seeks confirmation from each Consultant that they would
be interested in entering a mini-competition for the project of
which some preliminary details are provided.
Upon receipt of confirmation from the Consultants that they
would be prepared to provide a tender in this way, the OCB will
issue a set of ITT documents providing details of the project,
contractual arrangements, the mini-competition process and
evaluation criteria, which will include the criteria as outlined in
the table below. The OCB shall decide the extent to which the
tasks, specifications and processes contained within the Framework
Agreement are replicated.
