"I would also like to congratulate my own Regional Team for its recent success with Quest, the UK quality scheme for sport and leisure and scoring the highest possible mark in the ‘highly commended’ category of 80 per cent in our first ever Quest assessment. A huge amount of work has gone on over the last year to achieve this rating and going ahead with the assessment despite all our jobs being at risk for me truly demonstrates the professionalism of the team.

"Also a big vote of thanks goes to the South West Regional Sports Board who held their final meeting this month. I would like to record a personal note of thanks to Conrad Humphries, Henry Ashworth, Will Behenna, Steve Evans, Peter Jones and Steve Nelson who stand down and who have all made a significant contribution to sport across the Region. The remaining members of the Board led by Ged Roddy will stay until the end of March to make the final lottery award decisions on the Community Investment Fund. Please also take the time to review the last four years of the plan and reflect and celebrate our collective efforts and successes.

"On a sadder note for the Regional Team and me, we bid a fond farewell to Louise Treacher, our Head of Investment. Louise has taken the opportunity to move onto pastures new and run her own consultancy business. We wish her every success for the future and I am sure it will all work out for her.

"As you are aware our new strategy has been available for quite some time now and matters are progressing at pace to deliver the new strategy from 1 April 2009 with a new regional structure and way of working. This includes the recent public review of lottery funding consultation and we hope to provide an update of that review within the next two weeks on the website and then a more specific analysis for the Region in the next newsletter."

Sport England South West leading by example

Sport England South West have broken a record. And there was much cheer around the regional office as we celebrated scoring the highest possible mark in the ‘highly commended’ category with our first ever Quest assessment. It sets an example for other sports partnerships across the region.

Our organisation, which is committed to creating a world leading community sports development system and increasing participation in sport for people of all ages and abilities across the south west, has received an 80 per cent Highly Commended rating from Quest, the UK quality scheme for sport and leisure.

Managed on behalf of the home country sports councils by national specialist sport, leisure and culture management consultancy PMP, Quest is designed to help sports development managers and bodies improve and enhance the quality of service they are providing through better management of planning, people and delivery.

The assessment took a detailed look at every aspect of Sport England South West’s principles and practices, including its business and communications strategies, the extensive research commissioned by the region’s team, the day-to-day operation of the regional office, and customer and partner relations.

Jim Clarke, Regional Director of Sport England South West said: "This is a fantastic achievement, and one which the whole team is extremely proud of. A huge amount of work has gone on over the last year to achieve this rating, and everyone involved in sport within the region - whether they are taking part, volunteering, coaching or working within the sports sector - will ultimately get the benefit of having a highly rated organisation on their doorsteps. We actively encourage other sports organisations to go through the assessment to ensure that the quality of sports services in the south west is of a high standard. To lead by example with such a high rating ourselves will hopefully act as an incentive and – in true competitive sports style – set a bit of a challenge to all those involved in sport.

"As always with these assessments, the results represent a milestone, rather than a final destination - we will be increasing our efforts to further improve our work across the south west and get as many people as possible actively involved in sport. With 2012 just around the corner there is no better time than right now."

Towards 2012

Handover Events

Team SWSchool and college celebrations across the South West marked Paralympic Handover and heralded the start of the London 2012 Education Programme.

An estimated 5,000 schools and colleges across the UK took up London 2012’s invitation to lead the celebrations and welcome the Paralympic Games home, on the day London Mayor Boris Johnson received the Paralympic Flag during the Closing Ceremony of the Beijing 2008 Paralympic Games.

3,000 schools and colleges across the UK registered directly with the London 2012 Organising Committee of the Olympic and Paralympic Games (LOCOG), with an estimated further 2,000 institutions involved in events run by Local Authorities, sports clubs, leisure centres and cultural groups.

In the South West alone, 273 schools and colleges officially registered to be part of the Paralympic Handover with many more also taking part in activities.

Highlights of celebrations in the region included:

Wiltshire - Sheldon Secondary School, Chippenham, two carousels of activity throughout the day were offered with tuition and coaching covering Wheelchair Basketball, Boccia, Athletics and Karate / Tai Chi, with Rowing joining forces with Devon for a joint challenge;

West of England: The sports centre at the University of the West of England hosted a day of sports coaching for young disabled people already identified as being talented performers by the talent identification programmes through the School Sport Partnerships. Four sports provided for coaching delivered by the CSP’s inclusion coaches and the coaches from the University.

Gloucestershire: Wheelchair Tennis activity at Oxtalls Tennis Centre for around 40 young people from around the Gloucester area. The activity was open to all abilities and coached by in-house coaches with support from sports leaders from Hartpury College and the National Star College, a residential FE college for young people with physical disabilities;

Gloucestershire: An evening celebration at the Leisure Centre in Cheltenham, recently re-opened following floods in 2007. Building on the wheelchair tennis event earlier in the day, coaching and tuition was offered in Boccia, Athletics, Football and Wheelchair Basketball targeted at arround 40 young people with disabilities who have already been identified as talented performers.

Devon: An indoor rowing event took place at the John Kitto YMCA in Plymouth. Up to 100 young people with a disability from mainstream and special schools around the county took part. Joining forces with rowing activity in Wiltshire, the two teams of young people tackled the distance from Plymstock to Dorney Lake and the Devon team the distance from Plymstock to Chippenham, Wiltshire took the distance from Chippenham to Dorney Lake;

Somerset: Wheelchair Basketball and Boccia coaching took place at Haygrove Comprehensive School in Bridgwater. This event for students with a disability at mainstream schools in the county as well as the students at the two local special schools featured an appearance by Lee Hamlyn, an international Boccia player and Boccia coach;

Dorset: In the Bournemouth and Poole areas, a morning athletics session ran for a mix of abilities at Kings Park Athletics Track. An afternoon Boccia session was offered at Victoria School, a non-maintained special school for people with physical disabilities. The school recently achieved specialist sports college status;

Dorset: Weymouth and Portland National Sailing Academy. Sail Laser provided sailing coaching and tuition in the morning for up to 14 invited young people;

Cornwall: A multi-sport festival took place at Newquay Leisure Centre for up to 12 young people with a disability from each of the 5 school sports partnerships in the county. Activities were led by the Cornwall Sports Partnership community sports coaches and used to establish a new community sports club for people with a disability in the county.

Inspired by the amazing performances of ParalympicsGB in Beijing, the schools and colleges were supported in celebrating Paralympic Handover by a set of online resources including films, posters and factsheets launched in June by (LOCOG).

The festivities across the region gave children and young people their first taste of the creativity and inspiration that will be found throughout the London 2012 domestic education programme called ‘Get Set’ which went live on 18 September. The new interactive ‘Get Set’ website can be found at www.london2012.com/getset.

The website supports children and young people in learning about the Games and, exploring and committing to the Paralympic Values of inspiration, determination, courage and equality and the Olympic Values of respect, excellence and friendship.

South West England celebrates the start of the Cultural Olympiad

The weekend of 26-28 September 2008 saw the South West celebrate the start of the four year Cultural Olympiad. There were plenty of opportunities for people to visit great places and spaces and to get involved in new and imaginative thought-provoking, creative activities. As Guy Lavender, South West England Director for the 2012 Games said: "The London 2012 Games are not just about sport - they celebrate people, cultures and languages. We have just celebrated the handovers from Beijing to London of the Olympic Games and Paralympic Games and now we are joining in this weekend with over 40 events across South West England. This will truly show our compelling and diverse culture and will be a great start for the next four years." The Open weekend included art exhibitions in Salisbury, Lyme Regis and Trowbridge, dance acts in Swindon, Plymouth and St Ives as well as music performances in Weymouth, Bristol and Bath. RDA to invest £6.6m in Weymouth seafront

The multi-million pound regeneration of Weymouth seafront has been given the go-ahead following a decision by the South West RDA to invest £6.6 million in the project. The Esplanade Regeneration Project, which is being led by Weymouth and Portland Borough Council, will transform the seafront in time for the 2012 Olympic and Paralympic Games when the eyes of the world will be on Weymouth and Portland. The RDA's investment is being seen as a massive boost in confidence for the town and will leave a lasting legacy for residents, businesses and visitors long after 2012. With funding now secured the procurement process will begin immediately and construction is expected to start in the spring of next year with the aim of it being completed before 2012. The South West RDA has also just agreed to increase its budget by £5.75 million at Osprey Quay on Portland. The Weymouth and Portland National Sailing Academy was opened in 2005 and the Olympic Delivery Authority is currently investing £7 million in extensions to the boat park, slipways and pontoons for 2012. DJ Spoony in Swindon

Lawn Netball Club

Radio 1’s DJ Spoony was in Swindon to show his support for Lawn netball club. The team unveiled their 2009 calendar at a party held at The Apartment - where shots of the girls in underwear from sponsors Triumph were revealed and auctioned off.

And DJ Spoony did his bit for the girls too – leading the auction, and selling a round of golf to be played with him at Stoke Park for an impressive £900. The calendar was shot by Shrivenham photographer Timmy Woo, with proceeds going to The Prospect Hospice, Breast Cancer Care, and club funds.

There are 3,000 calendars up for grabs - and at £10 each, the girls are hoping to make a whopping £30,000!

Bristol Parkour say YO, will you?

An urban sports group is amongst the 26 latest schemes created by and for young people in Bristol to be approved for Government funding under the Youth Opportunity Fund (YOF) and Youth Capital Fund (YCF). Young people in Bristol have called these funds, simply ‘YO’. One of the fund recipients, Bristol Parkour, a non-profit organisation for the positive promotion of urban sport in Bristol and its surrounding areas, was awarded £3,320 from the Youth Opportunities Fund. The group has been running for around three years as a collective of the whole community in Bristol. It is currently working with Bristol City Council to teach proper and safe urban sports to other young people.

Justin Pointing, 19, from the Youth Opportunities Grant Givers Panel, is a member of the group of young people who assess and approve bids for funding. He said: "I have been involved with the YOF/YCF funding panel for a few years and we have seen a great deal of improvement in applications, both in terms of the numbers and the quality. The rest of the panel consists of teenagers like myself. We make decisions through careful consideration, and more importantly, based on the views of young people and award funds to the projects that we think can really make a difference to young people's positive activities."

The money is part of a £1.453m Government fund made available to young people in the City of Bristol between 2008 and 2011. The purpose of the funds, which are administered by Bristol City Council, is to enable local young people to decide what positive leisure time activities and facilities should be available to them and other teenagers. Experience shows that young people are more likely to get involved in positive activities when they have a say in what is available, and that taking part helps them to learn new skills, as well as divert them from behaviour that might be considered by the wider community as anti-social. More than 140 projects across Bristol have been awarded funding since the Youth Opportunity and Youth Capital funds were introduced.

In this funding year, 2008/09, the YO panel has £200,043 Youth Capital Fund remaining and £205,814 Youth Opportunities to allocate over three funding rounds. The next deadlines for 'YO' applications are 21 November 2008 and 16 January 2009. The ’YO‘ panel was set up by Bristol City Council in 2006 and is supported by the Bristol Youth Work Participation Team, Integrated Youth Support and Development Service.

All local authorities receive funding from the Department for Children, Schools and Families for the Youth Opportunity and Capital Funds, the purpose of which is to enable young people to make decisions about positive activities and places to go in their communities. A total of £173 million is available for YOF and YCF in England over the 2008-11period.

The YOF and YCF are just one part of the Government’s investment in places to go and positive activities, which was announced alongside Aiming High for Young People: A Ten Year Strategy for Positive Activities in July 2007. The commitments in Aiming High, which aim to increase young people's participation in positive leisure time activities, are supported by a total investment in England of £679 million. Evidence shows that participation in regular, structured positive activities can support the development of young people's social and emotional skills, but that many, particular those living in deprived areas, are missing out on opportunities to take part. Taking part in activities can also divert young people from taking part in anti-social behaviour.

Big Lottery Fund’s Young People's Fund 2

Between £10,000 and £500,000 grants are up for grabs for young people in the South West to help fund local activities and services in their area. Time is running out to make a bid to this local grants programme which helps fund schemes that address the needs of young people.

Importantly, projects must be led by and for young people and help achieve at least two of five Every Child Matters outcomes - being healthy, staying safe, enjoying and achieving in life, making a positive contribution and having improved economic well-being. Groups can work alone on their applications or in partnership with other groups, companies and local authorities. The programme aims primarily to fund local activities and services, but will also make grants of up to £50,000 available for youth-based projects to develop sites and buildings.

Nominations invited for BBC Sports Unsung Hero 2008

Part of this year's BBC Sports Personality of the Year programme is the BBC Sports Unsung Hero 2008 award - an opportunity to recognise the dedicated, and often voluntary, work of people who give so much of their time, effort and talent to encourage others to excel in grassroots sport. This is exactly the type of work Sport England will be focusing on under our new strategy. This award salutes the work of those people.

The BBC is keen to attract nominations from as broad a range of sports as possible so as to highlight the sheer volume of work that goes on in our communities as we begin the journey towards London 2012.

Now in its sixth year, the award, supported by Robinsons, is given to an individual who, on a voluntary basis, makes a real difference to sport within your region. This person will give their time and talents to enable others to participate in sport. This may be in helping an individual, team or teams.
– This sport can be at any level.
– They must be someone who gains no financial reward for their time and effort.
– They must be aged 16 years or over.

Fifteen local winners will be chosen by 15 BBC Nations and Regions: Northern Ireland, Scotland, Wales, East, East Midlands, London, North East & Cumbria, North West, South, South East, South West, West, West Midlands, Yorkshire, Yorkshire & Lincolnshire.

Regional judging panels, made up of a cross-section of BBC sports staff and other local sports experts, will decide each regional winner in November. They will then join a star-studded guest list at the Sports Personality of the Year awards ceremony at the Echo Arena in Liverpool on 14 December. The overall winner is then decided by a judging panel including representatives from the BBC's Nations and Regions, plus previous Unsung Hero winners.

Bursaries of up to £2,500, provided by award supporters Robinsons, are also available to winners of each regional award to help them with their work in sport and the community.

So if you know someone in your area who goes an extra mile to change the lives of others through sport and deserves recognition, the BBC want to hear from you. To nominate your Unsung Hero, either fill in this form and click ‘Submit’ or, if you prefer, download a print version for completion and return.

Last year's BBC South West award was picked up by Tony White for his inspirational work with Exeter Harriers Athletics Club.

UK Coaching Awards 2008

There is still time to recognise and reward the dedication and hard work of sports coaches at an evening ceremony at the prestigious Dorchester Hotel, Park Lane London on Wednesday December 17 2008. Following the launch of the UK Coaching Framework, the categories for the UK coaching Awards have been revised and updated.

Awards for Coaches include The UK Male Coach of the Year, The UK Female Coach of the Year, Children's Coach of the Year, Participation Coach of the Year, Performance Development Coach of the Year, High Performance Coach of the Year, Young Coach of the Year, Lifetime Achievement Award, The Coaching Chain: The Appreciation of Coaching Award.

Awards in Support of Coaches will honour Coach Educator of the Year, Governing Body of the Year, Coaching Intervention of the Year, Coaching Environment of the Year, Agency in Support of Coaching. Download a nomination form.

Pre-Games Training Camp Guide launched

The London 2012 Olympic and Paralympic Games Pre-Games Training Camps Guide has been officially launched. The online guide provides information on high-quality sporting facilities, including the venues selected from the South West.

£3m Sports Development for Tavistock College

Tavistock will soon be boasting competition standard facilities for Devon's future Olympians. Work starts this month at Tavistock College on the construction of a competition-standard athletics track, a full size all weather football pitch and a redevelopment of the sports centre, including an activity hall, air conditioned dance studio and fitness suite, upgraded and additional changing rooms, a new reception area and community cafeteria.

The outside facilities are due to be completed this Autumn, with the indoor facilities opening next Summer. This major scheme has been funded by a broad partnership including Tavistock College, Devon County Council, Sport England, the Football Foundation, the National Sports Foundation, Kelly College, Tavistock Athletics Club, West Devon Borough Council and Tavistock Town Council, alongside local community fund raising. UK School Games Success

From 28 to 31 August 2008, over 1,500 school age athletes descended upon Bristol & Bath for the UK School Games. Elite school aged athletes competed across nine disciplines including athletics, swimming and volleyball.

The event was ably supported by volunteers from the whole Sport England South West team (see lead photo) and all seven of our County Sports Partnerships. Congratulations to Wesport for running such a fantastic event, along with the Legacy Trust and Youth Sports Trust.

Building Schools for the Future (BSF): PE & Sport Briefing

Celebrating Age Festival

29 September to 4 October 2008

Local older people are invited to get involved in Bristol's 2008 Celebrating Age Festival. Now in its second year, the festival is set to be even bigger and better with lots of new taster sessions to try and activities to join in.

The 2008 festival coincides with the International Day of Older People on 1 October 2008. The week-long extravaganza offers taster sessions designed to keep the mind and body healthy and active. Many of the activities are free or at reduced cost.

During the week older people will be invited to step out and learn to dance, try some gardening, take part in IT sessions, find out more about volunteering opportunities, learn about maintaining a healthy lifestyle, have a swim or join a walking group - all at various locations across the city.

The festival culminates in a day of celebration on Saturday, 4 October 2008 (10am to 4pm) at The Council House. On the day, older people can take part in a range of free events, activities, demonstrations, workshops, including: a ‘Question Time-style’ debate; salsa dancing and foot massage. There will also be a swing band to accompany afternoon tea, a performance of the light-hearted WW2 musical, Doodlebugs and Bogeymen by The Ministry of Entertainment and the Golden Oldies will entice visitors to join them in a sing song.

The Celebrating Age Festival has been organised by Bristol's Older People's Forum in partnership with the city council, Sport and Leisure Management (SLM), Voscur, Care Forum, BDA and the PCT.

Sports JAM call for young people to get involved

Young people in Bristol aged six to 16 had the chance to meet Access Sport ambassadors, including football legend John Barnes and England and Bath rugby player Danny Grewcock at the 2008 Sports JAM free event on 13 September 2008 in Millennium Square.

Sports JAM's aim is to get more young people in Bristol involved in sports and organisers Access Sport were supported by the city council's sports services as part of their community sport programme for the UK School Games, as well as At-Bristol and GWR. The extravaganza was supported and funded by the UK School Games and followed on the success of last year's event, which saw nearly 1,000 young people taking part.

Young people were able to test their talents in a variety of sports zones run by local sports clubs. Boxing, rugby, cricket, rowing, football, basketball and many more sporting activities were on offer. There was also a free goody bag for participants and the chance to win premiership football tickets for a club of their choice.

"Sports JAM is a brilliant way for young people to try a new sport and find out more about joining a local club," says Councillor Rosalie Walker, Bristol's executive member for healthy communities and culture. "Getting involved in sports is an excellent way for young people to develop a life-long interest in keeping fit and healthy and learning to have fun as part of a team. I'm delighted Sports JAM is here for a second year, this free event is fine example of the how the benefits of hosting the UK School Games provides a genuine legacy for the whole city."
