Sport for Communities Project Manager

Main Purpose :
- ·To lead, manage and develop the Sport for Communities project as a key project to develop ethnic minority communities.
- ·To provide leadership that will enable innovative action to address the key objectives of the project
- ·To celebrate and share examples of best practice
- ·Develop further funding partners for the project.
- ·Ensuring delivery of project outcomes
Location:
- The post will be based in Sporting Equals at the CRE’s office in Birmingham. Some occasional travel may be required.
Accountable to:
- The post is responsible to the Sporting Equals Director and Project Board and the post holder may be called upon to supervise the work of an administration officer, research consultants, and project workers as and when appointed

KEY DUTIES AND RESPONSIBILITIES
Strategic Management and Planning
- ·To support and inform the Sport for Communities Project Board as the lead policy body for the development of the project.
- ·To develop, gain approval and implement an operational business plan for the project.
- ·To develop, gain approval and implement policies for the financial elements of the project.
Leadership
- ·To lead the project through which initiatives and programmes can be effectively communicated, developed and delivered with key partners.
- ·Ability to give professional advice at the highest level to senior managers and members.
- ·To develop and strengthen the Project Board and its relevant networks in becoming reflective of the needs of the project.
- ·To ensure the profile of Sport for Communities is raised and maintained nationally, regionally and sub-regionally within sport and community environments.
Performance Management
- ·To develop benchmarking and collective performance management processes to evidence the value of the project.
- ·To audit and control the quality of the professional work and networking of staff and partners through an on-going performance review process.
- ·To be responsible and accountable for funding ensuring all core outcomes and milestones are met.
- ·To ensure that the Sport for Communities has appropriate contractual, or Service level agreements with partners/consultants in the pursuit of achieving its objectives.
- ·To directly line manage and support project staff and ensure that all resources (human, IT and financial) are managed effectively in accordance with the CRE’s guidelines and policies and that all programmes are delivered in accordance with the terms and conditions of the CRE.
Partnerships
- ·Develop and manage the project delivery group to ensure that all partners are fully engaged and informed.
- ·To supervise develop and motivate the people within the Project and facilitate effective networking between them.
- ·To identify and establish professional relationships with key agencies and funding partners at a national, regional, sub-regional and local level who could support the aims and objectives of the Sport for Communities project.
Reporting, Monitoring and evaluation
- ·To prepare and present complex reports and information as and when required to the Project Board, its members, the Delivery group and any appropriate bodies such as the CRE.
- ·To ensure that all responsibilities are undertaken within the context of equality policies and practices, sports strategies and plans are in accordance with host organisation policies and procedures including health and safety and equal opportunities.
General
- ·Duties which include the processing of any personal data must be undertaken within the corporate data protection guidelines.
- ·To carry out your duties in line with the CRE’s Policies on Equality (please refer to the policy statement), Harassment, racial equality and the CRE action plan. To be sensitive and caring to the needs of the disadvantaged, promoting a positive approach to a harmonious environment. To personally act as an exemplar on these issues and to identify and monitor training in line with these policies.

Some evening and weekend work may be necessary
PERSON SPECIFICATION
Skills, Experience and Qualifications
- 1.At least 5 years experience of managing a team at a senior level with a demonstrable track record in successful project management, the use of project management tools and a degree or equivalent qualification and/or a post graduate management qualification.
- 2.High level analytical, problem solving and project management skills, including the ability to plan, resolve conflicting priorities, to motivate and be self motivated, monitor and evaluate activities to achieve objectives.
- 3.Experience in successfully obtaining and effectively managing grant based or sponsorship funding from sporting and non-sporting agencies and/or commercial agencies.
- 4.The ability to manage resources; maintaining budgetary control; judging cost-effectiveness of proposals; forecasting expenditure; evaluating returns on investment; spotting, creating and exploiting opportunities.
- 5.Broad experience in strategic development, influencing, negotiation skills and commissioning\tendering for private contractors.
- 6.Excellent oral and written communication skills including an ability to communicate to the most senior levels across all sectors and the ability to develop and maintain good working relationships with staff at all levels.
- 7.Sound political judgement including the ability to handle confidential information and deal with sensitive issues.
- 8.Experience of managing staff, leading a team and achieving objectives.
- 9.High level interpersonal skills including the ability to work effectively with others as a member or leader of a team.
- Knowledge and understanding
- 10.A practical understanding of race relations’ issues and an overview of race equality policy and practice with particular reference to this role and Sporting Equals.
- 11.Strong knowledge and understanding of the issues relating to the low levels of sports participation within ethnic minorities, migrants and refugees.
- 12.A comprehensive knowledge and understanding of national, sub-regional and local government policies on sport, education, health and regeneration.
- 13.A knowledge and experience of implementing performance management techniques to evidence the benefits of sport and physical activity across numerous agencies.
