South Hams district council is planning a major new settlement at Sherford, near Plymouth. The new community will have 2,500 dwellings by 2011 with a possible 4,500 built after that.

Oxford Brookes University (OBU) worked with the council, on behalf of Sport England, to develop a strategy for effective planning obligations from new housing in the predominantly rural district.

The aims of the project were:

• Conduct an audit of the current position in the district
  
• Make proposals for a planning obligations framework
  
• Carry out any resulting revision to the draft supplementary planning guidance (SPG) and other technical documents.

The methodology included:

• Stage 1 – An audit of the existing situation and proposals
  
• Stage 2 – Collection of local data
  
• Stage 3 – Development of policy tools

The outcomes of the project are:

• Report comprising the audit of the existing situation, with proposals for the joint pilot scheme
  
• Brief reports of any local surveys
  
• Re-drafted policy material
  
• A report summarising the study and its outcomes for Sport England

Project progress
The pilot project commenced on 30 August 2002 and stages 1, 2 and 3 have now been completed.

The draft SPG will be presented to the council's executive for consideration in Autumn 2004. The SPG will form part of the a new robust local plan policy which will be introduced into the revised deposit local plan.

The adopted SPG will be posted on this page later this year.
