Welcome to our governance, finance and HR support framework - a means of accessing high quality providers to help sporting bodies continuously improve their governance

This framework is a key element of the Capability Support Programme Sport England has committed to put in place for NGBs, ensuring our support and services are aligned where they can have the greatest impact.

We have procured this framework to make it as easy as possible for NGBs, national partners (or similar) and CSPs to access high quality support. Providers on the framework have undergone a competitive process to ensure they have the skills, knowledge and experience necessary for this work and to ensure that they provide value for money.

Who can use this framework?

This framework can be used by all the NGBs, CSPs and national partners (or similar) that we fund as well as their partner organisations. It can also be used by other organisations that we and the other sports councils (i.e. UK Sport, Sport Scotland, Sport Wales and Sport Northern Ireland) fund or choose to support. 

You don't have to be funded by Sport England to use the framework but if you want to apply for Sport England grant support you must be:

  • A funded NGB or
  • A funded national partner (or equivalent) or
  • A funded CSP

Please note:

  • You can only apply for Sport England grant funding for governance, finance and HR support if, prior to completing an application form, you have discussed and agreed the outline scope of this work and any additional investment needed with your Relationship Manager.  
  • Organisations eligible to use this framework can of course do so independently of Sport England funding. 

How do I access this support?

1. Discuss the outline objectives of your proposed work with your Relationship Manager (RM) and, if your RM is supportive of the work, confirm which service area it falls into. 

2. Complete an ‘Invitation to Quote’ form (download a template). You must set out what the work entails and what the objectives are. You are not obliged to use the standard template but you must follow the assessment process in the table below and include this process in your ITQ.

3. Complete the ITQ and send it to all suppliers in the relevant service area, you can find all of their contact details by clicking on the headings below

4. Assess ITQ returns using the criteria set out above. interview and choose your supplier

5. If you have completed the stages set out above you can apply for grant funding.
